Ministry of Transport Drives Digitalization of "One Network" Highway Travel Services
China‘s Ministry of Transport unveiled digitalization guidelines for the "One Network" highway system, aiming to standardize services, boost efficiency, and pilot innovations through phased data integration and regional adaptions.
The Ministry of Transport recently issued the Basic Functional Requirements for Digitalization of the "One Network" Highway Travel Service System (Trial) (hereinafter referred to as the Basic Requirements), deploying efforts to advance the digitalization of the "One Network" travel service system. The initiative focuses on data collection, information system development, and accelerating the digital transformation of highway infrastructure. The goal is to standardize and enhance the quality of digital travel services while comprehensively improving highway travel efficiency.
The Basic Requirements outline the framework for the "One Network" travel service information system, detailing functional specifications for both national and provincial-level platforms. It promotes the development of the "e-Road Connectivity" service framework, which integrates a national information release platform, provincial highway travel information terminals, and internet-based outreach channels.
Key implementation phases include:
Information Release: Gradually publish real-time data on highway service areas, toll stations, traffic incidents, weather forecasts, disaster alerts, road maintenance, construction zones, traffic controls, and vehicle rescue services.
Pilot Services: Encourage trials of advanced features such as reservation-based travel planning, one-click emergency assistance, reward point systems, differentiated toll queries, intermodal transport integration, and ETC issuance/after-sales services.
Performance Standards: Define technical requirements for provincial systems, including service scope, release channels, update timelines, and user feedback mechanisms.
Provinces selected for the national digital transformation pilot program will prioritize automated data collection, real-time updates, and information sharing in accordance with the Basic Requirements. Local authorities are also encouraged to expand system functionalities and innovate region-specific services based on operational needs.
