Rosemount to Enhance Road Safety at County Road 42 and Biscayne Avenue With New Traffic Measures

Rosemount residents can expect to see safety upgrades at the intersection of County Road 42 and Biscayne Avenue, as Dakota County initiates changes to combat a rise in traffic accidents and manage growing traffic volume. A two-phase improvement plan is set in motion to address these concerns, as reported by the Dakota County News on February 14th.
The first order of business will start by February 21 with the closure of the intersection median, making it impossible for vehicles on County Road 42 to turn left onto Biscayne Avenue and vice versa. Right turns will still be allowed, but drivers aiming to go left are suggested to reroute via Business Parkway and either Boulder Trail or 149th Street. These alternative routes promise better sightlines and comparably lower speeds for oncoming traffic.
Looking ahead to the long game, the second phase includes the installation of a traffic signal planned for construction in 2027. Once in play, the signal will manage both left and right turns as well as through traffic. Until then, concrete barriers will serve as the indefinite solution post-phase-one implementation.
